Overview and Purpose of the 27^th Street District Plan:

The City of University Place has developed an implementation plan for the 27^th Street Business District (see map below). The District Plan establishes a cohesive vision for the future of the 27^th Street Business District, along with goals, policies, and identified actions and projects needed to implement the plan.

In addition to the vision, goals, policies, and actions, the District Plan included background and history of the District, an inventory of capital facilities and services to support growth, a market analysis, population and employment forecasts. The District Plan also addresses the items in PSRC’s VISION 2050 Consistency Tool for Regional Growth Center Plans.

The District Plan has been developed to align with the City’s Form Based Code for the Regional Growth Center.

Planning Process and Timeline:

The planning process began in early 2024, with public outreach and advisory committee meetings. The City of UP Planning Commission had an introductory presentation of the plan on January 15, 2025. A second study session occurred on March 5, 2025. The Planning Commission held a public hearing on March 19, 2025, passing the resolution to move the Draft Plan forward to the City Council. The first City Council study session occurred on May 5, 2025 during the regular scheduled meeting. A second study session was held July 7, 2025 at the regularly scheduled meeting. A public hearing occurred on September 17, 2025, with the City Council through Summer 2025. Keep watch for future City Council meetings in the Agenda Center.
