Subarea Planning

On December 10, 2014 the Puget Sound Regional Council designated an existing 465-acre commercial, multifamily and mixed use area within University Place a “Provisional Regional Growth Center”. In order to obtain a non-provisional designation as a Regional Growth Center, the City is required to adopt a subarea plan for the Regional Growth Center within two years of provisional designation.
Anticipating this requirement, the City Council identified the development of a Subarea Plan for the Regional Growth Center as a 2015-2016 City Council Goal. Further, Policy LU12B of the 2015 Comprehensive Plan update directs the City to develop and implement a Subarea Plan for the Regional Growth Center, focusing on three districts: the Town Center District, the 27th Street Business District and the Northeast Mixed Use District.

The development of this Subarea Plan has been a major activity for the City in 2016 and 2017. This Plan will be instrumental in shaping future development in the three identified districts.

Ad Hoc Committee

On March 7, 2016 the City Council appointed 9 individuals to an Ad hoc Committee to guide the development of plans to be applied to each of three separate districts. The Ad Hoc Committee held meetings throughout 2016 and 2017 to provide input and feedback as information was gathered and the Plan took place. The final ad hoc committee meeting was held on September 5, 2017. The City is grateful to these indivduals who generously donated their time.   


Community Meetings

The Subarea Plan has been developed with input from stakeholders and the community. Community meetings were held in December 2016 and May 2017 to elicit feedback from University Place residents, as well as service providers and stakeholders. 

On Wednesday, October 4, 2017, the University Place Planning Commission will hold a public hearing on the Subarea Plan as it considers making a recommendation to the City Council to approve the Plan.  The Public Hearing will be part of the meeting that begins at 7:00 p.m. and is held in Town Hall.  The public will have an opportunity to comment about the Plan at that time. 

On Monday, November 20, 2017, the City Council will hold a public hearing on the Plan as they prepare to consider approval of the Plan. The community is invited to attend this meeting and provide comments to the City Council.



The Regional Growth Center is divided into three separate districts, and the Subarea Plan presents specific recommendations for zoning as well as the character of each district. The districts have been identified as 27th Street, Town Center, and the Northeast Mixed Use District.
